Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

The focus on translational research in clinical trials has the potential to generate clinically relevant genetic data that could have importance to patients. This raises challenging questions about communicating relevant genetic research results to individual patients. An exploratory pharmacogenetic analysis was conducted in the international ovarian cancer phase III trial, AGO-OVAR 16, which found that patients with clinically important germ-line BRCA1/2 mutations had improved progression-free survival prognosis. Mechanisms to communicate BRCA results were evaluated, because these findings may be beneficial to (...) patients and their families. Communicating individual BRCA results was not anticipated during clinical trial design. Consequently, options were not available for patients to indicate their preference for receiving their individual results when they signed pharmacogenetic informed consent. Differences in local requirements, clinical practice, and opinion regarding the ethical aspects of how to convey genetic results to patients are all potential barriers to returning individual BRCA results to patients. Communicating the aggregate BRCA result from this study provided clinical investigators with a mechanism to disseminate the overall study finding to patients while taking individual circumstances, local guidelines and clinical practice into account. This study illustrates the importance of increasing the clarity and scope of informed consent and the need for patient engagement to ensure clinical trial participants can indicate their preference regarding receipt of potentially important individual pharmacogenetic results. Ethical internalism is a view that links an agent's reasons to be moral with his or her motivation to be moral. At least two kinds of ethical internalism can be distinguished. "Socratic" ethical internalism is the view that an agent cannot think he has a moral reason to perform some action unless he has some motivation so to act. "Humean" ethical internalism is the view that moral reasons give genuine reasons for acting only when the action serves one of the (...) agent's desires or other "motivating" attitudes. I argue that neither Socractic nor Humean internalism is defensible. ;The central difficulty with Socratic internalism is that, if it can be tested at all, it involves the ascription of a desire, on the part of all competent agents, not to act immorally. But I argue that this "desire thesis" is itself unverifiable, so that the Socratic internalist thesis cannot be tested. These criticisms are applied to the views of R. M. Hare, H. A. Prichard, and Thomas Nagel. ;On the other hand, the Humean internalist, I argue, generally overstates the ability of agents to perceive and evaluate their own reasons for acting. This leads the Humean internalist wrongly to downplay the role of an agent's interests in determining his or her reasons for acting. I show how the views of the Humean internalist conflict with common-sense views about the ascription of reasons for acting, and apply the criticisms to the works of Philippa Foot, Bernard Williams, and Gilbert Harman. ;Finally, I develop an "externalist" account of reasons for acting. According of this account, the reasons properly ascribable to an agent do not depend in any essential way on the motivating attitudes that are ascribed to an agent. I argue that the externalist account best accords with our intuitions about the ascription of reasons for acting. And I conclude by examining the possibility of using the externalist account of reasons to justify the imposition of legal liability on agents. (shrink)

Codes of ethics exist in many, if not the majority, of all large U.S. companies today. But how the impact of these written codes affect managerial attitudes and behavior is still not clearly documented or explained. This study takes a step in that direction by proposing that attention should shift from the codes themselves as the sources of ethical behavior to the persons whose behavior is the focus of these codes. In particular, this study investigates the role of code familiarity (...) as a factor impacting the influence of an ethics code on manager behavior. Data collected from 286 executives from companies in the direct selling industry are used to test hypotheses (1) that the perceived usefulness of ethics codes is positively related to the degree of familiarity with the code, and (2) that ethical climate as assessed by managers is positively related to the code''s perceived usefulness. Both hypotheses are supported, and their implications and further research directions are discussed. (shrink)

A nineteenth-century aristocrat, Nishi Amane (1829-1897) was one of the first Japanese to assert the supremacy of Western culture. He was sent by his government to Leiden to study the European social sciences; on his return to Japan shortly before the climactic Meiji Restoration of 1868 he introduced and adapted European utilitarianism and positivism to his country's intellectual world. To modernize, Nishi held, Japan must cast off the bonds of the Confucian world-view in order to adopt new principles of empirical (...) scholarly investigation and new standards of self-improvement. Though a Confucian by upbringing, Nishi became thoroughly committed to Western intellectual values in his programs for the new Japanese society. In his roles of teacher, writer, and government administrator, he was influential at one of the most critical times in Japan's history. Originally published in 1970. Silence often plays a significant role in Christian experience and practice. However, the varieties of silence and the effects of silence for good and. bad merit examination. It is important to distinguish between physical, auditory, and metaphorical silence, and bet- ween experiencing silence as "quiet" and experiencing silence as keeping quiet . Silence can be an instrumental good as well as an expressive good, a concomitant good, or a constitutive good. Christian monks, theologians, and other thinkers sometimes identify experiences of (...) silence, for example, as light or dark, as spatially vast or enclosed, and as temporal or atemporal. Practices of silence can bring persons closer to God, though a kenotic spirituality; of silence and a stress on solitude create perils for some members of religious orders, such as Carthusians. The chief aim of this article is to show, with philosophical techniques, how silence .can be good in manifold ways and even, perhaps, an ideal. (shrink)

The concept of an ecological niche (econiche) has been used in a variety of ways, some of which are incompatible with a relational or functional interpretation of the term. This essay seeks to standardize usage by limiting the concept to functional relations between organisms and their surroundings, and to revise the concept to include epistemic relations. For most organisms, epistemics are a vital aspect of their functional relationships to their surroundings and, hence, a major determinant of their econiche. Rejecting the (...) traditional dualism of organism and environment, an econiche is defined as the reciprocal (dual) of a functionally specified class of organisms (FSTU). From this perspective, an econiche necessarily implies a certain type of organism, and a class of functionally similar organisms implies a special econiche.The econiche concept is also discussed in relation to other ecological terms that reflect the distributional patterns of organisms, such as habitat, and the concept of an empty niche is criticized. After presenting the major objections raised against standard formulations of the H-D method of theory testing, I identify what seems to be an important element of truth underlying the method. I then draw upon this element in an effort to develop a plausible formulation of the H-D method which avoids the various objections.

Social influence and social learning are important to the survival of many organisms, and certain forms of social learning also may have important implications for their underlying cognitive processes. The various forms of social influence and learning are discussed with special emphasis on the mechanisms that may be responsible for opaque imitation (the copying of a response that the observer cannot easily see when it produces the response). Three procedures are examined, the results of which may qualify as opaque imitation: (...) the bidirectional control procedure, the two- action procedure, and the do-as-I-do procedure. Variables that appear to affect the emergence of opaque imitation are identified and other complex forms of response copying are discussed.
